The Nonprofit Voter Engagement Network has long argued that service oriented 501(c)(3) nonprofits are particularly well suited to the job of educating and mobilizing their clients and communities around issues of civic participation. One of the reasons why is the concentration of such organizations in communities that are least represented in government and have the most to gain by ensuring they get the representation and funding they deserve. In order to illutrate this point, NVEN commissioned a series of maps showing areas that the Census has determined are "hard to count" based on serveral factors, overlayed with the locations of service oriented nonprofits in those areas.
